Harden against mistakes handling invalid blocks

Fixes a bug in AcceptBlock() in invoking CheckBlock() with incorrect
arguments, and restores a call to CheckBlock() from ProcessNewBlock()
as belt-and-suspenders.

Updates the (overspecified) tests to match behavior.
