WIP: Resolve json rpc (#57)
* jsonrpc
* update readme for open file limits
* add CGO flags to readme
* remove uneeded logging
* don't start jsonrpc server in unit tests
* cleanup and add args for json rpc
* correct rpc default port
* remove unused test_rpc.sh script
