Rename NotifyNewTXsCmd to NotifyReceivedCmd.

This commit renamed the notifynewtxs RPC to notifyreceived since it more
accurately reflects its intention which is to register addresses to be
notified about when they receive funds.

This is work towards conformal/btcd#98.
