Pass better error when user not eligible for developer program #266

If a user authenticates (but does not qualify for a reward) and then enters their LBC address, they will see "The LBRY API might be down. Please try again later." . We should pass the message from internal apis or tell them they are not eligible. Would be nice if we can tell them this before they claim it, but the api doesn't support that (requires address to be passed first). If someone feels strongly about that, we can fix that too I'm sure.
