fa65dcd doc: Update release notes for 0.16.0 (MarcoFalke)
fa2c3b6 doc: Bump manpages to 0.15.99 (MarcoFalke)

Pull request description:

  This updates the release notes for the breaking changes to `-usehd` option and the `getinfo` rpc.
  Also, bumps the manpages to current master.
