Merge #16452: refactor: use RelayTransaction in BroadcastTransaction utility

refactor : use RelayTransaction in BroadcastTransaction utility (Antoine Riard) Pull request description: Implementing suggestion in https://github.com/bitcoin/bitcoin/pull/15713#discussion_r306571420.
