don't attempt mempool entry for wallet transactions on startup if already in mempool (Gregory Sanders) Pull request description: …eady in mempool Mempool loads first, wallet second. Second attempt fails, marking that transaction !fInMempool. Those funds will disappear until confirmation is reached.
