Alex Morcos	d507c301bc	Introduce a fee estimate mode. ... GetMinimumFee now passes the conservative argument into estimateSmartFee. Call CalculateEstimateType(mode) before calling GetMinimumFee or estimateSmartFee to determine the value of this argument.
