Allow mining RPCs with --disable-wallet
...
The following mining-related RPC calls don't use the wallet:
- getnetworkhashps
- getmininginfo
- getblocktemplate
- submitblock
Enable them when compiling with --disable-wallet.

Qt5 is supported again.

Now that autotools is used as a build system there is nothing
special about building the GUI anymore. Merge the salvageable
parts into build-unix.md
