Wladimir J. van der Laan 0d512a9ee7 gitian: Add -O2 for win32 build
In the win32 gitian descriptor the C*FLAGS are being overridden on
`configure`, which causes the built-in optimization flags to be removed.
Add `-O2` manually (but not `-g` as we're not doing anything with the
debug information).

Improves performance of win32 gitian builds.

As a bonus, fixes issue #3497.

Python Tools

BitRPC

Allows for sending of all standard Bitcoin commands via RPC rather than as command line args.

PyMiner

This is a 'getwork' CPU mining client for Bitcoin. It is pure-python, and therefore very, very slow. The purpose is to provide a reference implementation of a miner, for study.

SpendFrom

Use the raw transactions API to send coins received on a particular address (or addresses).

WalletTools

Removed. Please see /contrib/bitrpc.

Qos

A Linux bash script that will set up tc to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.

Utility to generate the pnSeed[] array that is compiled into the client.

TestGen

Utilities to generate test vectors for the data-driven Bitcoin tests.

Test Patches

These patches are applied when the automated pull-tester tests each pull and when master is tested using jenkins.
