This ticket will likely require more grooming and/or ought to become an epic.

At a minimum, we need:

A configuration option to disable publishing for non-authenticated users
A configuration option to not show publish in the top-level navigation
A configuration option to restrict/enumerate the number of channels considered,
as well as disable channel creation
