Per @jsigwart, when we tag a file as a DMCA violation, the server needs to be restarted. This shouldn't be necessary.

Could have sworn we already had something filed for this...I know I had brought it up a few times before.

Something Julie also brought up is tagging an entire channel...something to consider especially for large dmca requests on a single channel, or abusive/illegal ones. @jsigwart can you file this? Should do so on the app side too (probably in redux/lbryinc).
