Job Evers-Meltzer b8ddbb9a26 Add loggly logger 
It configured twice, once right at startup without the lbry id and then
after the settings database is available it gets reconfigured with the
lbry id and a session id.

Instead, move the responsibility to the main program. Also,
each module had the same, redundant setup.
