adjusted := target + (actual - target) / 8

  max := target + (target / 2)
  min := target - (target / 8)

  if adjusted > max {
    adjusted = max
  } else if adj < min {
    adjusted = min
  }

  diffculty := lastDifficulty * adjusted / target
