Fixed a couple of loading state issues here where claims are already in the store but because URIs where being re-resolved the UI was not displaying them.

Also, removed the doCancelResolveUri as it was deleting claims from the store and didn't seem to be actually cancelling anything. Maybe I'm not understanding what that's meant to do @kauffj ?
