The Issue

Channel creation is buried in Publish page

Steps to reproduce

  1. Attempt to create a channel on its own without content

Expected behaviour

Tell us what should happen
Channel metadata management should be an independent action from its content management.

Actual behaviour

Tell us what happens instead
Channels are made/selected in the same area, after content metadata entry.
