The Issue

When editing an existing claim and selecting a new source file for upload, the URL is then autogenerated from the title. This should not happen when editing a claim. Sam,e should happen if "Copy existing data" was clicked from the Publish menu.

Steps to reproduce

  1. Edit a claim
  2. Select new file
  3. Notice URL changes

Expected behaviour

The URL should stay static as this is an edit.

Actual behaviour

URL is updated

System Configuration
