Bug

There been multiple reports about auto-play turning itself on.
Happened with FF and Brave
Autoplay next should default to users earlier autoplay setting if they haven't upgraded yet.(If it already doesn't)

Steps
I have been able to repro with these steps, not sure if this is what users have reported.

Have auto play on
Open video to new tab
Toggle autoplay off in the new tab
Open another tab from original tab.
Autoplay is on again within the newest tab

Expected behavior
Keep track of the autoplay settings between tabs?
