VerifyPage: don't enter Sign Up page on failure
Entering the page causes the Sign Up flow to run, which is confusing.

Fix double email_user/confirm due to language render (patch)

- The flag needs to be set immediately, not in the `then` block.
- Renamed the flag for clarity.
