Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

What is the current behavior?
1 - Enter publish
2 - Select a file
3 - Complete all fields to publish a file
4 - Reload
5 - Go back to publish
The publish form can be submitted even though the file couldn't be restored.
What is the new behavior?
The file input gets always reset since it can't be restored.
